Yes, but my thought and opinion is, this is about lowering the TO or JV buy in value 2/3 ways, 1)by having collected more shares, 2)instilling a little fear into existing holders (fear may bring down our price expectation) 3)control....
Buying a controlling amount of shares is a good strategy, buying them cheap and creating leverage is better....
