Announcement 17 June makes it clear the suspension is for ML as below:
"The Company expects to be able to lift the voluntary suspension following a decision with respect to the grant of the Permit d’Exploitation (PE or Mining Licence) and an update regarding its exploration rights for the Manono Project.
The Company advises that as at the date of this announcement: • the subject of the initial trading halt request remains incomplete; • there is no change to the anticipated timeframe for the completion of the subject of the initial trading halt request (on or before 1 July 2022); and • the Company is not aware of any other information necessary to inform the market about the voluntary suspension."
Arbitration will continue as in the same announcement it is stated the decision to have 1 or 3 arbitrators will take about 4 weeks, so mid July for that decision. Announcement also states no change to anticipated timeframe of 1 July for completion of suspension, so suspension cannot be for arbitration issues.
