Labour costs generally inversely correlate with productivity. So overall cost is not necessarily that much cheaper
It all comes down to what it costs to build some road and/or rail of the right specification to meet one of the company's 3 preferred options. We can debate back and forth, but we won't have answers until the company puts out some tangible estimates and explains what it means by 'significant' freight cost.
