Canada has the Horne Smelter owned by Glencore, I think a few miners use that including British Colombia & Glencore obviously.
USA still has some, RIO runs Garfield, Freeport has Miami ( Utah) and there is another in Hayden Arizona.
Europe exRussia, Poland has even more. They are one of the largest Copper producers & miners in the world.
So it certainly doesn't need to go to China but it likely will to a large extent.
I expect new energy transition policies of the USA & Europe will result in more of the copper going to these places and less to China
