No, he quite clearly stated that permitting has not begun. Which is not true. It's so obvious as you say that permitting work has begun, to claim otherwise is just insanely obvious.
He then left that thread and went here to start posting in this one. This is why I question if he is actually trying to ramp this by making arguments that get debunked.
