    it has not begun…. Have they lodged a permit?? They have not begun the permitting process!!

    They may be working on what is needed to lodge the permit for their project in the background which is essentially what every wanna be speculation miner does…. But as far as beginning the permitting process by lodging a permit application that is a NO
