Have seen it before: very smart persuasive guy with a strong agenda.
From memory (and a quick squiz) thorium lobby pushing for RE mining WITH thorium by product using a national security argument (REs in military equipment now come from you know who).
I can't be bothered viewing the whole thing again trying to guess what your point is.
I recall nothing that disagrees with my post but if you care to specify the time point (and the point you're trying to make) I'll look.
