IBM makes its own quantum computers available to anyone via the cloud. As you can imagine there's always a queue. AXE may have a slight priority in the queue as a past q network member. It allows for testing out design of quantum circuits and algorithms. Other than that AXE does everything in-house.
AXE is an annual recipient of The australian government R&D funding of about a million.
