The bottom line is that the Solomon Island constitution recognises the the land rights of the traditional landowners, including the mineral resources that lie on the land.
The traditional landowners (KB) have no desire to work with Sumimoto and have stated this repeatedly for many years. Without KB's approval, no exploration grants can be given to anybody.

Given the recent market action it appears that the big money doesn't consider the Sumimoto tender award to be much of a hindrance.
