Dont believe everything you read from that paper. It was only a couple of articles ago they were saying Axiom had the licence.
Bottom line - Sumitomo may have the backing of their government but the aussie government supports the solomon islands a lot more than Japan. On top of this the land owners do not want to deal with Sumitomo ONLY axiom. So as long as Axiom can prove to the Solomon government that they can mine it - than why would they refuse ..
Besides this have a look at the gold price - with a gold deposit next to Sepon - How good does Vietnam look !!
