Seems it does not apply here; but I believe there are far too many companies "exploring" etc. and hope to god they do not find anything because they then do have to "work" to get into production. Many a drill hole has been drilled in the wrong direction. A friend (prospector) used to get livid when the "experts" drilled the wrong way; found nothing and asked the shareholders to tip in for more exploration.
