What is your definition of bureaucrat? Here we think of it mostly as a faceless civil servant who is careful to follow procedures without concern for delay. Not, a political appointee who is cognizant of the political implications of a decision. Do some AZL investors still not recognize that politics are driving this issue? And there is all that confusion about Arizona helping to fund a Tempe lab, having some connection to the federal government issuing a drilling permit.
The balance of power in the US House of Representatives will go next January to one party or the other by a margin probably less than 10 votes out of 435. In Arizona, the most closely contested Congressional District is CD2, which includes the Hualapai reservation along with most of the state's other Indian reservations. Winning this district means doing nothing to upset Native American interests. The Washington politicians have obviously told the BLM bureaucrats to hold off until after the November election.
