You fail to understand how “ranching” on BLM land works. Ownership of some acreage allows leasing of adjacent acreage for cattle grazing. Hakamwe (Kofer) Springs is owned outright by the Hualapai. No one at AZL has ever disputed that; I’m sure you can find it buried in the small print of its documents. Cholla Canyon Ranch consists of the owned land plus the land leased from BLM (which happens to be the land on which AZL has mining claims). The owned and leased land together are the Ranch that is managed by the Tribe.

Somewhat in disbelief that this hasn’t sunk in with some people who put money into this. Hope you didn’t call up Angelica and accuse the Hualapai of lying.
