Doubtful, Paul himself has said as recently as a couple of months ago that there are no outstanding issues with BLM and he is confident of approval. BLM's own update on their website doesn't go along with the research facility as a prerequisite theory either:
"The BLM Kingman Field Office is currently working through the final documents and processes in regards to this project and will update this webpage as more information becomes available. Thank you for your continued interest in this project and in public lands managed by the Kingman Field Office."
