The BLM document to which you posted a link starts out with,
"On March 4, 2021, A1 Lithium submitted a Plan of Exploration to the Bureau of Land Management (BLM) Moab Field Office (MFO) to explore for locatable minerals . . ."
The Plan of Operations that AZL (then known as Hawkstone) submitted to BLM is dated September 2019. BLM published its environmental assessment, inviting comments, on March 12, 2021. AZL may not have been in a hurry to have it reviewed, since lithium prices had fallen considerably.
