As a reminder, "USA" is not comparable to "CCP." The government owns no share of mines or factories (outside of some CIA fronts that really aren't engaged in production). The government is not monolithic. Half the Congress wants to slow-track private enterprise that has any Chinese investment. The judiciary protects civil rights and human rights when bulldozers mimic tanks in Tiananmen Square. The executive branch is allowing tankers to be sent to Venezuela for oil cargoes, not because that country is a close ally but because it's the lesser of two evils.
Be realistic. Even Stalin couldn't succeed with 5-Year Plans. Progress will happen at its own pace, with little the government can do about it.
