Ioneer did its exploratory drilling, with BLM approval, back in 2018-19. What they are doing now is applying for a permit to start mining. AZL has not been able to get past the stage of "drill and fill." Its application has been held back for years. Ioneer is not guaranteed any approvals, even though it has conditional grants from the federal government and an offtake agreement. But it is at least four years ahead of AZL in the process.
AZL's neighbor will have to go through the BLM process for its nearby project. But it also has Arizona projects on state land, where none of this heap of NEPA is a problem.
