It is the disconnect between political messaging for political reasons; and actual policy implementation by clear-eyed realists.
I've seen nothing to indicate the Americans are the least bit serious about the things they are pretending to be serious about.
They already feel they carried the load during the Cold War and polluted their territory as a consequence. In recent decades they have sought to externalise every cost they could. Witness all the disgusting industrial processes underway only in the PRC. Reversing that core policy would only happen slowly, and only if they were serious about it.
If they were serious, BLM approval would have dropped months ago.
