Befuddled truly describes the wannabe lawyer, without qualifications I suppose.
As for the real judge dealing with the proceedings, maybe they come back and say. no drilling near the hot springs, but go for your life everywhere else.
They may say, in the interest of national security and need of essential rare earth's, this project needs to go ahead.
That would be a go F U moment.
