It may be the protest group hanging out at Cholla Ranch.
As for any disputes over hydrologist reports, the court may order independent reports, to address the opposing thoughts of the parties.
Costs can be borne equally by BLM and earth justice and their crew,if required. AZL may be thrown in the mix. That is compromise, if the courts are not willing to accept LF's hydrologist report. Indelendent is the key, unlike a one sided distorted opinion that can only be really tested in court.
