No, the 4.2 million gets them through two years of salaries and an LRC doing nothing. Phase 1 is still 35 million, no need to pull things out of your ass.
Nobody actually knows the rent they are paying for the LRC. It's true rent for a similar size building can be as high as 900k a year, but also ones nearby of that go for as low as 190k a year. Burning 16k a month for something doing nothing is actually fantastic performance by AZL standards, if that's what they are paying.
