If you like AZL you have to love Donald Trump, because the BLM during his Administration was a disaster. It never had a confirmed Director, and one of them who served more than a year as "acting" was removed by the federal courts because, well, that's illegal. The newly-confirmed Director was involved in that lawsuit. The BLM and Interior Department of 2021 is as different from that of 2019, when the AZL application was submitted, as the Australia of 2021 is from 1951.
Town meetings and protest marches are meant to attract media attention. The written comments submitted during the review process are what counts. Read the Hualapai comments, pay no attention to their public demonstrations.
