Apparently there are still some who are ignorant of the fact that the Bureau is only the property manager that has been created by the American people to manage some of their real estate -- that which is not managed by the National Park Service, or the US Forest Service, or several other federal agencies. The BLM has to follow laws passed by both houses of Congress and signed by the President -- in the case of mining laws, President Ulysses Grant, the Civil War hero. Those laws can be amended at any time, but mining companies have so far prevented it. The problem that foreign-owned companies have are that they are not allowed to make political contributions to grease the wheels, or apply the brakes, like their domestic competitors.
