There are two costs to consider -- the cost of hauling, and the cost of the water itself. That is determined by the private landowner who invested in a well and may not be enthusiastic about helping a mine destroy the neighborhood. You're probably right about the hauling cost -- even though it would take more than a dozen trips if the operators don't want to empty the tank completely before filling it completely again. Most of the water trucks available are 4000 or 5000 gallon capacity, so that's many more trips, but the distance is probably more like 50km. In any case, it's not a significant cost, and your analysis justifies following the Hualapai hydrologist reasons for not reopening the well near the springs.
