When you can haul water for $20 per 1000L from 100km away it gives you the ability to find someone who is willing to sell to you for a good price.

as far as emptying the tank before bringing in another truck, the logistics behind it are very simple so I'm sure the operator wouldn't mind doing it. I do it all the time with my diesel tanks. You simply empty the main tank into whatever smaller tanker truck you use to ferry water to the drill site - that should be enough to keep you going for a couple of hours while a road-train comes in and refills the main tank.

ill admit, I don't know exactly what equipment the drill rigs operators will be using, but I'm sure they are not complete imbeciles so they will be able to solve simple logistic problems such as that.
