This is actually quoting the half truth contained the introduction in the article. There is opposition to the mine proposed by Rio but the detail in the timeline indicates that the lack of approval is based around the land swap deal which is contingent on the environmental study. Ergo, the land swap deal is the clincher, not the environmental issues, in the Rio case, based on the article. Unfortunately, the article doesn’t explain what the issues are around the land swap deal.
