A decision by a District Court judge in Nevada sets a precedent for --- other District Court judges in Nevada. If the precedent involves whether the tribe made a timely request to be involved in the process -- the precedent involves other tribes making timely requests (after the start of litigation by others) to become involved.

And of course, the District Court judge's decision can be appealed to the Ninth Circuit Court of Appeals in San Francisco. The precedent set there would also apply to Arizona, but also only to the issue involved, which has nothing to do with Big Sandy.

Don't hurt yourself grasping at straws.
