Irrelevant. "Disturbance" of less than 5 acres, the same as the first 2 phases of AZL drilling. All BLM requires is posting a bond to make sure the holes are filled when done. No environmental assessment or environmental impact statement required, followed by a public comment period. That's what BLM needed to do with AZL's application more than a year ago. I'll be surprised if anything happens before the November election, unless the plan is modified to prevent any drilling or digging within 3miles/5kilometers of Hakamwe Springs.
