Thacker Pass was approved because the local tribes were invited to comment, and didn't. They were too late with their objections. Read the District Court opinion, it's not that difficult to find online. Interesting, the Thacker Pass application was filed at about the same time as the AZL application -- Nevada BLM saw what was coming after the November election, and rushed its approval for release the Friday before Trump left office on a Monday.
