Biden must follow both NEPA and DPA; that is how he differs from Putin, who can order Russian industries to ignore civil rights and labor laws when they slow down his war effort.
DPA was enacted when the US was at war with China’s proxy in Korea. Today the US is using diplomacy to turn China away from Russia. Biden will soon remove the Trump tariffs on Chinese goods, not just as a gesture of warming relations but to fight inflation.
