My take on it is, that it's under the Sustainability Committee's report, probably all relates to corporate umbrella jargon like compliance, ESG and long-term strategy. I don't think the Winu mass transportation risks, are any different to RIO'S other remote mines ie. Pilbara or Mongolia.
Lycopodium I believe still have the F.E.E.D contract and already has completed the Winu DFS, and are in charge of the Winu 14Mtpa Copper Concentrator Project. So, the Winu Project advancing, but probably till copper prices go up more before they speed things up.
