simon: The company put its production plants into care and maintenance (shut down), pending favourable changes in market that would make it viable to produce biodiesel again (because to produce at that time they would be running at a loss).
So company was sitting idle losing money, with all future prospects hinged on factors somewhat(?) out of their control.
