Because its not about if you DESERVE it or not, its about who NEEDS it.
Yeah no doubt there are going to be the dregs of society getting it that will spend it on drugs for example, but there will also be respectable people getting it as well who genuinely need help.
$150k is the cut-off. Anyone on that much clearly don't need it.
I don't believe it should be cash either. It should be a credit voucher for core needs. IE food, accommodation and fuel.
