Obviously he doesn't want sp past 450c
There4 placement/raising is being manipulated to < than 450c.
He's pretty cocky/sure, sp would eventually get there after the bfs,as it's quite sometime away yet.
I'd be happy with 450c anytime! It's a 10 bagger from current sp.
