You make a good point, but I think its important to make the distinction between medications that classed as relievers (e.g Ventolin) and preventative medication (e.g seretide etc). Well controlled asthmatics rarely use reliever medication.

As expected, when the right preventer and dose are used, the number of asthma attacks diminish - The purpose of monitoring wheeze is to determine whether 'preventative' medication is controlling the condition, or needs reviewing.
It is therefore not a tool to remind the patient when to take medication - it measures the effectiveness of the current treatment plan.
