What don't you understand - it's a monthly commissioning update, not a quarterly update.
Just like they don't provide detailed sales figures, they don't provide detailed cost breakdowns.
No doubt costs have been an issue, money has been spent correcting ramp-up issues (totally expected). What I'm reading is that I think this a turning point, and the production numbers look very promising...
