I think TLS management has a good idea on what is important as the main value to the government of the nbn is range even servicing rural places with sparse populations, while TLS continue to focus on the major cities thereby making sure the nbn will not be a profitable endevour cause all TLS needs to do is too lock up the areas around major cities and that's already the majority of the population without the cost of a nationwide infrastructure
