I think the company is addressing the risks prior to structural change.
I assume being proactive allows for profit impacts to be mitigated.
Encouraging bulk billing improves access and preventative medicine. This reduces hospital admissions and length i.e. when things become too late.
So it is getting the balance right. Not a zero sum game. Saving here to cost you more somewhere else is bad policy.
