Yep I agree with gimpooo, it looks like the government is keen to develope long term developments like Karara magnetite, which will support the ecomony in the area for 20 years or so, but doesnt want to wreck the environment for the Mungada prospect becuase it is only going to be a short term operation. I think the magnetite will get up, but not the haematite.
