On p. 6 of the Retail Entitlement Offer document it says the shares from the Conditional Placement will settle on 28th September and be available for trade on 29th. This placement has been placed with instos so they know who they are and what they got.
On p.11 and p. 12 it says the SPP of $15,000 will be offered to 'shareholders'. It does not distinguish between retail and insto. However the Conditional Placement to instos dilutes retail shareholders but the SPP gives those retail shareholders a chance of increasing their stake even though it may not be on a pro rata basis.
