The Ministry of Industry and Information Technology (MIIT) issued the First Batch Total Production Control Quota of Rare Earth for 2018 on 25 April 2018, the total mine production is 73,500 tonnes, of which the light rare earth minerals is 60,970 tonnes and the heavy rare earth minerals is 12,530 tonnes;

This has to be an effort at control, regulating "illegals", rather than demand driven, only rational explanation I can find ATM. Quite a stunning move, difficult to figure the implications ATM.

Lol, so much for the BS "China running low on RE" 40% uplift in mining quotas, will be interesting to see the following separation quotas to see if it follows proportionally and also the distribution.
