The problem is that the huge capital inflow into OZ is keeping the AUD elevated compared to where it should be. It is all that overseas buying of our houses, farms and companies (eg TOL by the Japanese Post Office!), plus overseas money is attracted by our relatively higher dividends and interest rates. Also Oz seems to be seen as something as a safehaven (for now) for overseas money. The AUD rebounded after the Jan RBA rate cut.
You may also want to check a post by JID who notes that there are additional costs above what is contained in the AISC.
