not necessarily. there is also a speculation market plus gold warehouse stock keeps growing as industry does not use all gold that had been produced. Most of the gold buys is hoarding. So gold price is more dependant on what people are ready to pay for it. Price of gold might actually fall well below average AISC for some time. Then expensive mines will shut down and eventually gold price will recover. There is also a possibility that gold will take over fiat paper money and then we will have gold run of a millenia.
