It's good to cater for special needs, and I don't believe there's a problem with that. The problem is the way it's been worded, and maybe the pamphlet would be better written as;
"All special dietary requirements catered for upon request, including food allergies and Halal"
Nothing redneck about fairness and not wanting kids, whatever requirements they have, to be disadvantaged.
