    I think your comment is on the mark but it’s also more then simple frustration.

    there are some very famous experiments that show what happens when in positions of authority but acting under orders and also the impact of social pressure The most famous is the Stanford prison experiment which would never be allowed now and rightfully so as done participants suffered long term psychological damage.

    That and other experiments were conducted in the post war period (well a little after ) to understand why “good men go bad”
    they are instructive and show much about the nature of humans, the impact of group think and pressure and the role of authority figures

    add to that The potential for an adrenal reaction and it really is an incident waiting happening. Often the police are primed to expect danger so will go into these situations primed. While training should have helped to control it adrenal responses carry for individuals and situations. I imagine that there is no pass fail system when this training is provided but that would he far more useful than thinking it can all be controlled at the state of hiring. There are substantial ethical and liability issues associated with setting up a hiring system that simulates high risk situations which is why they may employ realistic job previews to aid in self selecting out during the hiring and probation periods
