Also, the sheer magnitude of the crime is important. Whilst even a murderer can kill many victims....when there are 1,000's of deaths from an act...the reponse is going to be different
So the next question....
If...after repeated acts or if there is a clear threat for repeats and if the perpetrators are off-shore, does the "victim" nation have the right to end the threat?
