ASX listing rule 17.2 indicates that a company would request a voluntary suspension in trading of it's shares in the form of a separate formal request, as in requesting a trading halt.
As only a T/H was requested on 16th Feb., I can only interpret it as exactly that and they're not asking for a voluntary suspension.
