Because of the big difference in the price of the respective REEs, if I were a
Chinese producer who wanted to avoid export & domestic tax I would simply label the high priced elements (eg:Europium) as a cheaper element (eg:Lanthium Oxide) and then re-invoice the customer for the balance later. It would be
difficult for the Chinese Authorities to check every shipment.
