Internally, quota dodging, it would be priced below "official" domestic pricing, externally/export would logically be priced somewhere between domestic & FOB. Do you really think the smuggler is going to take all that risk and hand off all the VAT, tariff & quota cost to the buyer? That's effectively the smuggler's margin, or a big part of it.
