"the demand out China for rare earths seems very weak,
also there is an important fact in --- smuggling.

As China's rare earth industry has a big reorganization and shuffle, forced the underground stocking of large inventory need to release, the smuggling is a serious problem which cause the RE actual need of the international market has be disguised, the demand data on surface seems distorted.

According to some of China-related reports, the volume of RE smuggling at least 120% than normal report, or even more; the price of RE smuggling has lower price than about 20% with FOB price; accounting for about 30% in Japan's rare earth market is smuggling."
